Business Travel to Japan in 2026: What It Actually Costs Now
Japan's hotels have never cost more in yen. The national average daily rate reached ¥23,397 in April 2026, a record for the month (STR, 2026). Measured in dollars, though, the same room got cheaper, because the yen weakened faster than rates rose.
So the average trip isn't the problem for a travel programme. The problems are caps written in yen, rooms that fill earlier, and new taxes in Kyoto and at departure. Here's what a business trip to Japan costs in 2026 and how to set a policy for it.

Is Japan more expensive for business travel in 2026?
In yen, yes. In dollars, slightly less. The yen averaged ¥144.35 to the dollar in April 2025 and ¥159.24 in April 2026, losing about 9% of its value (x-rates, 2026).

The yen reached ¥162 to the dollar at the end of June 2026, its weakest since 1986, before intervention on 31 July pulled it back below ¥160 (Nikkei Asia; ECA International, 2026).

How much do hotels in Japan cost in 2026?
Hotel prices in Japan are at record levels in yen. STR's national average daily rate hit ¥23,397 in April 2026, 4.6% above the previous April record of ¥22,359 (STR, 2026). April is a peak month, so treat that as a ceiling for planning.
The rooms business travellers usually book are cheaper, but rising at a similar pace. In the year to March 2026, major budget-hotel brands averaged ¥14,463 a night and city hotels ¥25,490, both at above 80% occupancy (Tokyo Shoko Research, 2026).

A ¥15,000 nightly cap now sits barely above the average budget-hotel rate. For comparison, the US government's lodging ceiling for official travel in Tokyo is US$346 a night (US Department of State, 2026).
A yen cap set before 2025 now sits at the market average for a budget hotel.
Why are Japanese hotel prices rising when Chinese visitors fell?
Because the visitors who replaced them book pricier rooms. Chinese arrivals fell about 60% year on year from January to April 2026 after Beijing's travel advisory (JNTO, 2026), yet national rates still set April records (STR, 2026).

One market's collapse hasn't brought room rates down for anyone else.
What taxes do business travellers pay in Japan in 2026?
Two national or city taxes rose in 2026, and both are charged per person. Neither shows up when a booker compares flights.
Japan departure tax 2026
Japan's International Tourist Tax rose from ¥1,000 to ¥3,000 per person on 1 July 2026, for anyone leaving by air or international sea transport (JNTO, 2026). It's collected inside the ticket price. Tickets issued on or before 30 June 2026 keep the old rate, and children under two are exempt.
For a team of eight on tickets issued from July, that's ¥16,000 more than last year's model.
Kyoto lodging tax 2026
Kyoto restructured its lodging tax on 1 March 2026 (Kyoto City Tourism Association, 2026). It's charged per person, per night, by room price:

A typical business room pays ¥1,000 a night instead of ¥500. An executive room above ¥100,000 now adds ¥30,000 per person over three nights.
Tokyo and Osaka accommodation taxes
Tokyo charges ¥100 a night on rooms from ¥10,000 to ¥14,999 and ¥200 from ¥15,000, per person (Tokyo Metropolitan Government Bureau of Taxation, 2025). From April 2027 it moves to 3% of the room charge, with rooms under ¥13,000 exempt (Japan Times, 2025). Osaka Prefecture has charged ¥200 to ¥500 per person since September 2025, depending on the room rate (Osaka Convention & Tourism Bureau, 2025).
Kyoto's tax is the one that changes a budget; Tokyo and Osaka top out at ¥200 and ¥500.
What is a daily budget or per diem for a business trip to Japan?
A useful benchmark is the US government's own per diem. For official travel in Tokyo, the US Department of State allows US$122 a day for meals and incidentals, on top of lodging (US Department of State, 2026). At September 2026's average rate of ¥155.68, that's about ¥19,000 a day.
Budget longer journeys separately. A reserved Nozomi seat between Tokyo and Shin-Osaka costs ¥14,720 one way at fares in force from 14 March 2026 (JR Central, 2026), which would use most of a day's allowance on its own.

Setting a travel policy for Japan
Three changes do most of the work.
Set caps per city, in yen, and review them every year. Tokyo, Osaka and Kyoto differ on rates, and budget-hotel rates rose about 9% in the latest year.
Book earlier than you used to. With budget and business hotels above 80% occupancy, the rooms that fit a cap go first.
Show the taxes before anyone books. Put the departure tax and the city's lodging tax into the trip estimate, so finance sees them before the trip, not at month end.
